This manual is designed for use by staff development personnel and other trainers in presenting an orientation to independent living programing for rehabilitation agencies and other human service organizations. The three chapters in unit 1 define independent living, identify the major historic events contributing to the development of independent living, and provide detailed information on significant legislation. Unit 2 addresses development and management of independent living programs. Its five chapters describe models for independent living programs; discuss generic services commonly found in independent living programs; consider staff positions, duties, and responsibilities; overview the role and function of the rehabilitation counselor in independent living settings; and identify evaluation criteria. The first chapter in the closing unit focuses on vocational rehabilitation and reviews the rationale for the independent living rehabilitation services to be provided by state vocational rehabilitation agencies. The final chapter of the manual highlights a number of important concerns in independent living. The issues are phrased in the form of questions to stimulate discussion leading to identification of alternative solutions or recommendations.
