The management of research libraries and national resources for the funding of research library activities were the major topics addressed by the speakers and discussion sessions at this meeting of the Association of Research Libraries (ARL). Included are transcripts of the addresses and discussions on higher education's turbulent environment, planning for change in academic organizations, the contribution of libraries to change in higher education, and the capabilities, funding, and agenda of the Office of Management Studies (OMS) for the 80s. Also included are a talk on the impact of the Higher Education Act Title II-C program on research libraries, along with remarks from a reactor panel and further discussion, as well as a talk outlining nine recommendations for North American Research Libraries followed by remarks from a reactor panel and additional discussion. The minutes of the business meeting include reports from the interim executive director, the executive director, and the president of ARL, a report from OMS, and eight other reports from various ARL task forces, programs, and committees. Accompanying the minutes are seven appendices, among which are a summary of recommendations from the AAU Research Universities Project, a summary of the OMS annual report, and the auditor's report.
