These stakeholders include officials from Ministry of Sanitation and Water Resources, the Ministry of Local Government, Decentralisation and Rural Development, the DACF Secretariat, the Fiscal Decentralisation Secretariat (FDS) of the Ministry of Finance, the Local Government Institute, the Office of Head of Local Government Secretariat, the Inter-Ministerial Coordinating Committee on Decentralisa. [...] Among these actors, the study team interviewed: the Ministry of Local Government, Decentralisation and Rural Development (MLGDRD), the Ministry of Sanitation and Water Resources (MSWR), the Head of Local Government Secretariat, the Inter-Ministerial Coordinating Committee on Decentralisation, the National Development Planning Commission (NDPC), the District Assembly Common Fund Secretariat (DACF). [...] In addition, there can be conflicts between the national and sub-national (MMDA-level) governments as a result of the undue control of the former in the procurement of goods and services, which the MMDAs believe they are better placed to manage. [...] The MCE is nominated by the President and approved by two-thirds of the members of the AbCMA being present and voting.
