Responsibilities and accountability Non-sewered sanitation currently falls under the jurisdiction of the Municipal Officer of Health who oversees the planning and budgeting for health-related services in the municipality, including WASH. [...] It is part of a broader global study exploring fiscal decentralisation in relation to water, sanitation and hygiene in Cambodia, Ghana, Mali, Mozambique, Nepal, Timor Leste and Uganda, with the aim of generating evidence to inform government and development partners on the most appropriate way to support the improved flow of funds to the sanitation sub-sector. [...] Other sector ministries involved in sanitation are: • The Ministry of Health (MoH), responsible for hygiene and sanitation promotion for households; within MoH, the Environmental Health Division (EHD) is responsible for the development strategies and provision of support to the decentralised structures. [...] The Government acknowledges the need for a policy to guide the management of non-sewered sanitation and clarify roles across the service chain. [...] The head of the health department, the MOH, reports to the Town Clerk who is the administrative head of the municipality.
