Romania's innovation performance has not kept pace with the country's rapid economic growth over the last several decades. To address this poor innovation performance, the Government of Romania (GoR) has made extensive and ambitious commitments to modernize its research sector. As one of the initial steps in the Romania Research Modernization Project, this report provides evidence-based inputs for recalibration of the research and innovation policy mix and identifying challenges in R&I support.
