In addition, there can be practical problems in the organization of joint investigations, including the lack of common standards and accepted practices, and issues around the supervision of the investigation.23 Mindful of the reservations many States have toward joint investigations, the final sentence of Article 49 reminds States Parties to respect the sovereignty of the State on whose territory. [...] This includes, on the one hand, the States involved and, on the other, some early consideration of the (types of) agencies and personnel needed for the JIT.78 States The choice of States to become involved in a JIT is largely determined by the relevance of the case to the States. [...] The General Procurator’s Office of the Republic of Kazakhstan shall consider and decide on the establishment of joint investigative, investigative-operational groups at the request of the bodies of pre- trial investigation of the Republic of Kazakhstan and the competent authorities of foreign states. [...] (2) The states that formed the team from paragraph (1) of this article shall determine the composition of the team by mutual consent and the team shall be formed in the territory of one of the states.
