One of the explanations being extended for this includes the possibility of escalation of the war by provoking the right to self-defence of NATO allies due to the effects of any cyberattacks on their citizens and systems (Gibney, 2022). [...] Equally, there is an articulation of the societal benefits that can arise from the non-exclusive use of data in the areas of welfare delivery, finance, health and education.7 This discussion connects to the third motivation which relates to the state’s own need to access data for purposes such as the formulation of policy intervention, law enforcement and regulatory action. [...] A chapter in the Economic Survey 2018–2019, dedicated to the relevance of data as a public good, articulates evidence-based policy, accountability in public services, and better targeting of welfare and product innovation as some of the benefits of creating shared data infrastructure.8 The proposals regarding the governance of non-personal data also speak to similar aims in addition to the objecti. [...] This was reflected in the arguments seen in the Puttaswamy case, where the targeting and welfare delivery benefits of Aadhaar needed to be balanced not just against privacy concerns, but also evidence of exclusion of beneficiaries on account of the limitations of the biometric identification process and realities of implementation on the ground. [...] The reasons for this, as explained by the Indian minister for commerce and industry, included the need to reserve space for framing domestic policies on data protection and e-commerce, and concerns about data access by local authorities.25 ConCluSIon The concept of data governance, by definition, involves the participation of a range of diverse actors and governance modalities.
