CONCEPT NOTE

24 Oct 2024

The nexus and the negative impact of illicit drug trafficking and related crime in Africa are well documented1 and has hitherto hindered the achievement of the 2030 United Nations Sustainable Development Goals and also the African Union’s Agenda 20632. [...] The fundamental objective of the AU Plan of Action on Drug Control and Crime Prevention (2019-2025) is to improve the health, security and socio-economic well- being of people in Africa by addressing drug trafficking and problematic drug use in all its forms and manifestations and preventing the onset of drug use. [...] The action plan leverages gains of the predecessor framework, and builds on the foundation of the seven operational pillars of the Outcome document of the United Nations General Assembly Special Session (UNGASS) on the World Drug Problem held in 2016. [...] One of the Objectives and outputs under the nine pillars of the AU Plan of Action on Drug Control and Crime Prevention focusses on Measures to address drug supply reduction along with countering enablers of drug trafficking: firearms, corruption and money laundering which addresses illicit trafficking in drugs, drug law enforcement and intelligence sharing and ratification of AU instruments on com. [...] The AUPA responds to the contemporary challenges in drug supply reduction, such as the diversion of precursor chemicals, online drug markets, new psychoactive substances, and the linkages between drug trafficking and organised crime – of which drug trafficking is usually the first link in the chain of illicit flows.
