This publication contains the new Financial Regulation applicable to the general budget of the European Union. The Financial Regulation was adopted in September 2024 after a legislative procedure initiated by the Commission in 2022 following a public consultation. It entails a targeted revision (recast) aimed at aligning it with the 2021-2027 Multiannual Financial Framework (MFF) package of rules, providing improvements on crisis management (including lessons learned from COVID-19 crisis) and further enhancing the protection of the Union’s financial interests. The revision also brings further simplification, technical updates, and corrections to the financial rules. The new rules will make the EU budget more agile for times of crisis, more transparent, and better protected. The Financial Regulation presented in this publication brings about important changes, including: adapting the financial rules to a changing world, with more clarity and flexibility in cases of crisis and new budget implementation instruments (clear legal framework for non-financial donations and for the participation of the Union to global initiatives); simplification for beneficiaries of EU funding; enshrining the respect for EU values, gender equality, social rights and the environment in the financial rules for the Union budget; better protection of the Union budget, with improvements in the tools and systems to fight fraud and corruption, as well as enhanced public transparency on recipients of EU funding. The main body of the publication follows the structure of the Financial Regulation.
