Ratings of Development Response to Displacement Impacts Project in the Horn of Africa for Kenya were as follows: outcome was satisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation quality was modest. Some of the lessons learned include:The project design, which favored national level control, did not take full advantage of the unique opportunity afforded by devolution; Lack of systematic integration between components/concentration of resources; Implementation structures need clear lines of responsibility and accountability; Subprojects should have more adaptable budgets; and Engineering capacity needs to better incorporated into project design for climate adaptation and sustainability.
