The representatives of state institutions stressed the intention to conduct the electoral process in line with the law, to ensure genuine competition, and respect of the rule of law, and welcomed observation by the ODIHR. [...] LEGAL FRAMEWORK AND ELECTORAL SYSTEM The State Duma elections are primarily regulated by the Constitution, the Law on Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum (the Law on Basic Guarantees), and the Law on the Election of Deputies of the State Duma of the Federal Assembly (the Law on State Duma Elections).
