This report seeks to identify barriers and entry points to scaling access to climatefinance in East Africa, with a focus on Fragile and Conflict-affected Situations (FCS).It relies on a quantitative analysis of climate adaptation finance committed over thepast decade to 14 East African countries, characterized by a wide fragility ofchallenges related to fragility and conflict. The data analysis is further enriched witha series of qualitative assessments, including a detailed literature review, keyinformant interviews, and a survey of roughly 100 climate-related experts fromacross East Africa. The report is divided into various sections of methods, tracking adaptation funds, barriers to accessing funds, and opportunities for scaling up resilience and reducingvulnerability to climate, conflict, and poverty.
