The main objective of this working paper is to present preliminary findings about therelevance of NbS for building climate resilience in FCV affected settings, discuss thestatus of climate finance related to NbS and outline key barriers, opportunities, andrecommendations to scaling NbS and/or climate finance in FCV affectedsettings/countries. This analysis is to be understood as an ongoing effort that draws fromexisting literature and data, as well as interviews with key World Bank staff members. It ismeant to provide high-level recommendations on actions that can be taken to accelerateaccess to finance, as well as hone-in on key issues that may be unique to NbS. Emphasis isplaced on identifying relevant barriers and entry points to scaling access to climate financein support of NbS in fragile and conflict-affected settings (or similarly how NbS-relatedfinance can advance adaptation outcomes in these settings). This includes public financingfrom bilateral and multilateral sources, but also the potential for private finance to play a role.
