Administered by the United Nations Office on Drugs and Crime (UNODC) on behalf of the UN System, the Trust Fund's mandate is to provide humanitarian, legal and financial aid to victims of trafficking in persons through the awarding of multi-year grants to specialized civil society organizations (CSOs) who are on the frontlines of tackling human trafficking and providing key victims assistance. [...] The main objectives of the evaluation were to draw lessons learned from the evaluation results to help improve the management and operations of the Trust Fund; to further accountability to donors; identify the value add; and formulate recommendations for improvement. [...] This included the panel on: (1) ‘Enhancing our Efforts to Target the Demand that Fosters Trafficking in Persons for the Purpose of Sexual Exploitation’, organized by Sweden with the support of France, Spain, Finland, Iceland, and the European Union, and the UNVTF; (2) ‘Safety Net for Victims of Organized Crime: Bridging the Justice Gap Through Civil Society Actions’, organized by the UNODC Civil S. [...] Grants out and other expenditures UNODC established the project GLOX42 - Management of the Voluntary Trust Fund for Victims of Trafficking in Persons, especially Women and Children - as a vehicle for delivering the objectives of the Trust Fund, in particular for the management of the grants programme and the Trust Fund’s operating costs. [...] In accordance with United Nations Financial Regulations and as per the Terms of Reference of the Trust Fund, programme support costs (PSC) were levied on all contributions to the Trust Fund at the rate of 13% of the total annual expenditures.
