STATEMENT OF ESTIMATES OF THE EUROPEAN COMMISSION - for the financial year 2021

Under the terms of Article 140 of the Withdrawal Agreement the United Kingdom is liable for its share of the budgetary commitments of the Union budget and the budgets of the Union decentralised agencies outstanding on 31 December 2020, and for its share of the commitments made in 2021 on the carry-over of commitment appropriations from the budget for 2020, without prejudice to other components of. [...] The possible access of the United Kingdom to any of the programmes under the next MFF depends on the outcome of the negotiations on the future Partnership Agreement between the EU and the UK. [...] Swift and comprehensive agreement on the MFF and recovery package by the European Parliament and the Council will pave the way for a smooth adoption of the 2021 budget, so that both the long-term and the annual budgets can be in place and the new programmes can be ready to function by the end of 2020. [...] The draft budget incorporates adjustments made by the Commission to align better the draft estimates of expenditure for the European Parliament, the European Economic and Social Committee and the Committee of the Regions. [...] Comparison with 2020 is also affected by the statistical effect of the UK leaving the EU, by the integration of the EDF into the budget, and finally by the effect of the response to the coronavirus crisis on the programme profiles over the MFF.
