[...] 6 2 The concept of societal security The overall observation when examining the concept of societal security more closely is that it constitutes somewhat a conceptual minefield, both in terms of overlapping but somewhat rivalling conceptions of the generic field dealing with civil contingencies, and in terms of different understandings of the very concept of societal security itself. [...] One of the challenges is the lack of knowledge, another the language of instruction, and a third probably the diverging nature of the variety of societal safety study programmes in the BSR.
