The government recognizes the importance of effective implementation and the need for strengthening the institutional capacity, public-private dialogue and government accountability in order to reap full benefits from the ongoing and planned reforms. [...] Limited access to finance hinders the development and growth of the private sector at every stage and in every sector of the economy. [...] Recent improvements in the regulatory environment allowed for the proliferation of mobile money, but the expansion of the digital financial services (DFS) will require (i) improvements in interoperability and (ii) adoption of a national ID to allow providers to attribute transactions appropriately to the customer in question or to meet customer due diligence requirements in accordance with the ant [...] The renewal of liberalization efforts, the implementation of competition policy reforms in the SOEs sectors, and the mobilization of FDIs can create new markets and formal jobs, increase exports, and promote spillover of new technologies and business practices. [...] The project will facilitate public-private dialogue to improve the country’s investment climate for private sector development and to foster trade and investment as well as to strengthen the macroeconomic and fiscal policy dialogue as defined in the CPF.
