The SEP serves as a guide to the Organisation of Eastern Caribbean States (OECS) and OECS member states participating in UBEC (Grenada, Saint Lucia and Saint Vincent and the Grenadines – in the first phase of the UBEC project) in ensuring that stakeholder engagement and transparency occur at all stages of project implementation.
