EMBARGOED—Transforming or Tinkering? Inaction lays the groundwok for another pandemic

The Independent Panel for Pandemic Preparedness and Response, which we had the honour of co-chairing, spent eight months reviewing the global experience of COVID-19 in the first year of the pandemic. [...] At the present pace of change, the world is laying the groundwork for failure and the risk of a new pandemic with the same devastating consequences. [...] Some of this change could occur through amendments to the IHR, and the proposals of the United States attempt to address the speed of both reporting and investigating. [...] We urge Member States to begin a process at the UN General Assembly that leads to the negotiation of a political declaration giving momentum for reform, and including agreement to create a Head of State and Government-level Council to maintain momentum around and pursue accountability for pandemic preparedness and response.
