Anna responded to the question of how recurring and protracted conflicts in Africa impact building a democratic continent, and the role of youth leaders in Africa to promote the spirit of pan Africanism by providing the following insights: ● The idea of pan Africanism has been redefined and diluted by many dictatorial regimes for their own benefit, and through the abuse of democratic processes. [...] Tem nevertheless commended the AU for putting in place a number of normative frameworks for youth participation, and appealed to the AU to continue to set minimum standards that can guide African states to facilitate the participation of youth in political and governance processes. [...] She also indicated the need to enhance the human capital of young people and build quality youth leadership that can face critical challenges in the continent and take up the challenge to deal with Africa’s complex circumstances and think through the sustainable development of Africa. [...] Capacity gaps at the national, regional, and continental levels in the implementation of normative frameworks such as the African Union Youth Charter, AU engagement strategy, and other instruments have led to the limited capacity of youth networks and youth organizations to effectively engage with decision-makers and hinders meaningful participation of youth at all levels. [...] He echoed the need to develop and institutionalize platforms for youth engagement in the political, economic and social, and developmental sectors, and called on Member States to encourage and support the development of programmes for youth at the national level that ensures capacity building programmes for youth at all levels.
