The Treaty included both mutual assistance and a solidarity clause and allowed for the creation, as of January 2011, of the European External Action Service (EEAS) under the authority of the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP). [...] In addition, the Heads of State and Government of the European Union put emphasis on the need to enhance the security and defence dimension of space industries and activities, and on the acceleration of efforts to enhance military mobility through the territory. [...] Over the past decades, the political dialogue between the EU, the Community of Latin American and Caribbean States (CELAC) and the different sub-regional groupings has contributed to the increased importance of security issues in and for both regions, and has revealed the need of constructing interregional instruments to meet those new challenges. [...] The starting point of the EU’s strategy is the European Green Deal and the energy transition that the EU wishes to accelerate in light of the climate emergency. [...] More broadly, the region of Latin America and the Caribbean is a vital partner for the EU in the promotion of an ambitious and determined imple- mentation of the commitments made in the Paris Agreement.
