The logic of political survival comes to the same conclusion in relation to the advantages of full liberal democracy as the work of Fukuyama and North. [...] The creation of this non-patrimonial state is supported by the presence of the rule of law (that can bind the rulers) and, ideally, a minimum of democratic account- ability and social cohesion at the beginning of the transition period. [...] This is because, in the state of ‘anocracy’, the government has lost some of the repressive pow- ers of a dictatorship and the field is open for “ethnic entrepreneurs” to exploit ethnic cleavages and the resentment of the local ethnic group through populism. [...] An implication of the analysis of this report is that the best way to establish a country’s poten- tial for prosperity is to assess its national cohesion, state capacity, the rule of law, democratic accountability, and the distribution of political power within the society. [...] The Ending of Dictatorship The transition from dictatorship to democracy starts with the end of the dictatorship and the instal- lation of a regime through democratic elections.
