WPS 72/2023 Agriculture Public Expenditure Review at the County Level - Timothy Njagi, Nancy Laibuni, Ladisy Chengula and Miltone Ayieko

We recommend the increase in funds for the sector at the county level; this could be through the provision of conditional grants to the county governments to ensure that their utilisation is in the agricultural sector. [...] The primary livestock in the County includes the East African Zebu Cattle in the lowlands and exotic cattle in the highlands. [...] Table 1 shows the comparison between budget allocation and planned budget in the CIDP for the agricultural sector for the period 2013-2017 for each of the counties visited. [...] In regards, to the agricultural policy, it was envisioned that the County governments would domesticate the National Government policies thus by extension implement the Medium-Term Plans and contribute to the achieving of the Kenya Vision 2030. [...] By the end of the review period, the budget cycle for the county governments has been aligned with that for the national government.
