The biggest question facing legislators was how to distribute $2.2 billion in surplus and “excess” revenue – money left over from the 2021-22 fiscal year and extra dollars the state expected to collect in the 2023 and 2024 fiscal years that hadn’t been included in the governor’s original budget recommendations. [...] HB 620 This bill would have created a prospective tax on marijuana Failed (Marijuana Taxation) sales, levying a 15% sales tax on top of existing state/local sales taxes and would distribute the revenue with 50% to the state general fund, 30% to direct funding for the criminal justice system, and 20% to early childhood education.
