A number of ODIHR EOM interlocutors expressed a lack of trust in the impartiality and independence of the work of lower-level election commissions based on the perception of the prevalence of members of the largest party, Amanat, in their composition. [...] According to Article 47 of the Election Law, a candidate may not be subject to detention or custody from the moment of registration until the announcement of the official results without the consent of the CEC (except for cases of detention at a scene of a crime or the commission of a grave or especially grave crime).
