Ratings for the Improving the Quality of Initial and Primary Education in Uruguay Project for Uruguay were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was substantial. A longstanding Bank engagement on Full-time schools (FTS) and the inclusion of relevant studies on its impact allowed the Project to generate substantial global knowledge on this specific area. Projects that provide continuity to sustain gradual policy reform can benefit from a smooth transition to results-based financing instruments.
