In the Networks for School Improvement initiative, intermediaries developed school networks and used continuous improvement processes to address disparities in high school graduation and college enrollment rates among students who are Black, Latino, or experiencing poverty. RAND researchers examined 25 of these networks to understand how they operate and the factors that contribute to strong networks.
