Efforts will be made to address some of the negative externalities expected in the event of a widespread COVID-19 outbreak, particularly among the elderly who are at the greatest risk of the disease, the people with special needs who are institutionalized, orphans in various types of homes, the poor who are at risk of loss of income, and women who are at risk of increased gender based violence.
