DILIPRAJ INTRODUCTION In the wake of the 21st century, the cyber world began to spread its roots deep into the society and penetrated the lives of the people so much so that the internet became an indispensable part of the citizens’ life, thus upgrading them to the status of ‘netizens’. [...] Nevertheless, the height of the ‘liberty to express’ was readily available in the cyber space by virtue of the very low level of restrictions and legal barriers applied by the governments of the countries in the cyber space. [...] This also became the preferred form of the fight of the public against their perceived enemies ranging from an individual to a government due to the following reasons: the low level of restrictions and legal barriers, the anonymity and no casualties, and, most importantly, the indispensability of minimal resources and the need of infinitesimal people with little expertise. [...] The Laboratory of Cryptography and System Security of the Budapest University of Technology and Economics in Hungary discovered the threat, analysed the malware, and wrote a 60-page report naming the threat Duqu. [...] The experts of cyber security in the private sector can be invited to train the government cyber security professionals and can help in conducting security drills from time to time in the government and other cyber networks of the country.
