The Port of Rotterdam, part of the so-called ARA region (Amsterdam-Rotterdam-Antwerp), is Europe’s largest bunkering port and the second largest in the world, preceded only by the Port of Singapore.11 The Port of Rotterdam supplies around 9.5 million tonnes of various bunker fuels to vessels annually.12 As Russia has been a key supplier of crude and bunkering fuel to the Netherlands for decades, t.
